What I am saying is we have the technology to set off earthquakes.
US Dept. of State 1977: It is the understanding of the Committee that the following examples are illustrative of phenomena that could be caused by the use of environmental modification techniques as defined in Article II of the Convention: earthquakes
USGS: Earthquakes induced by human activity have been documented in the United States, Japan, and Canada. The cause was injection of fluids into deep wells for waste disposal and secondary recovery of oil, and the filling of large reservoirs for water supplies. Most of these earthquakes were minor. Deep mining can cause small to moderate quakes and nuclear testing has caused small earthquakes in the immediate area surrounding the test site, but other human activities have not been shown to trigger subsequent earthquakes. Please notice the USGS doesn’t mention electromagnetic waves.
Ridgecrest has a 6.4 on July 4 and a 7.1 on July 5. About 5% to 10% of earthquakes in California are followed by a larger one within a week and they are considered a foreshock. – USGS
