On the day of the attacks, the Swat teams were so hesitant to swoop in mid-killing that they ended up compounding the disaster, allowing a PE teacher to bleed to death when early intervention would almost certainly have saved his life. The sheriff’s department was dysfunctional from start to finish, preferring to cover up what it had known about the killers and doing nothing to contradict the nerds-targeting-jocks story. The bulk of the withheld investigation documents were finally released in 2006, the result of years of lawsuits, but not all: a deposition of the parents of the two killers, taken over several days in 2003, remains under seal until 2027.

It appears that, like so many mass public shooters before him, current gun laws should have been enough to prevent him from possessing firearms.
He had numerous interactions with law enforcement because of a tendency toward outbursts that displayed oppositional or threatening behavior.
Court documents reveal that the suspected shooter was involuntarily committed to mental health facilities on six different occasions as a teenager, spent 97 days at a Utah facility for youth with behavioral health problems, and routinely had the police called on him by his mother. Under both Maryland and federal law, the involuntary commitments were enough to disqualify him from legally purchasing or possessing firearms unless he had his rights restored.
And yet, according to officials, the alleged shooter was able to successfully purchase two handguns from a federally licensed firearms dealer in Baltimore in the weeks prior to the shooting, meaning he passed, at the very least, a federally-mandated background check for disqualifying criminal and mental health histories, submitted his fingerprints, and passed a firearms safety training course.
The documents obtained by the Associated Press show that his parents – Nasa engineer Richard Katz and government toxicologist Elizabeth Katz – disagreed over their youngest son’s care. – BBC
